All Foundation programs become self-sustaining within 3 – 5 years

The Rostropovich-Vishnevskaya Foundation designs its programs to become self-sustaining within 5 years of inception. The following guidelines have proven to be effective in promoting sustainability at the local level:

| 1. Strengthen the existing health care infrastructure and avoid the establishment of parallel structures |
| • Partner with local pediatricians, epidemiologists, and nurses to promote public awareness of the need for the program |
| • Conduct educational programs for healthcare workers to ensure that each program meets international standards |
| • Ensure that programs are implemented by local health care workers |
| 2. Conclude agreements with local and/or national governmental authorities, which lay out the incremental assumption of governmental responsibility and funding over a three to five-year period. |
| • In the first year provide funding covering approx. 75% of total program costs, excluding salaries of healthcare workers, which are contributed by the local government. |
| • By the end of the third year, reduce overall funding to 25% of the total program costs. |
| • By year 5 governments assume 100% of the costs of the program. |
| 3. Make each program visible to governmental officials and the general public |
| • Distribute informational materials (posters, leaflets) that describe the importance of the program to targeted beneficiaries. |
| • Raise public awareness through mass media advertisements, including TV and radio spots |
